    There is a possibility of theme/plugin conflict.

    Testing for a theme conflict…

    Activate default WP theme.
    If the issue doesn’t happen after activating the theme, your theme is causing a conflict.

    Testing for a plugin conflict…

    Deactivate all plugins, and if the issue doesn’t happen, one of them is causing a conflict.
    Activate and check each plugin one by one.

    Thanks for the suggestions. I deactivated all plugins and then deactivated one by one.
    The preferences are now back. I suspect a cache problem.

    I also had this issue. Deactivated all and then reactivate them and it appeared in the menu.
