By default the new created menu items get added in the Menu rule section in every Membership level.
Do you want to make these newly added menu items checked/selected automatically in the Menu rule section in every Membership level?

Yes.
The only reason for requiring membership is to prevent unauthorized people from posting or downloading without permission. Anything that I post, pages I add, and menu items and or links shouild be available to anyone who accesses the home page.

Thanks but this is exactly opposite of what I want. As it is currently set, anytime I add a new page or post or menu item, I have to manually go to each membership level and add that page or post to the menu. This seems counterproductive and is definitely time consumming and inevitably, something is going to be forgotten.
What I want is that anytime I add a new page, post or menu link, it is automatically visible on all membership levels.
The only reason I have set up membership levels is to prevent non-members from actually posting anything.

I think what you want to achieve is make the newly added page, post or menu link visible/accessible for the members having all/any membership levels.
Please correct the above statement if it is wrong.
If it’s correct then you can achieve this by using membership access level rules in negative rules section.
If you restrict access of any page, post or menu link by adding it in the negative rules section then it means all other page, post or menu link( including newly added ) are accessible for the members having this membership level except the page added in negative section.
And if you restrict access of any page, post or menu link by adding it in the positive rules section then it means all other page, post or menu link( including newly added ) are not accessible for the members having this membership level except the page added in positive section.
