Menu behavior changed when upgrading from 2.2 to 2,.4

when in 2.2, my configuration for a dead parent menu worked when i used # as the url..in this case when clicking, the parent nothing happens

in 2.4, it goes to the main page

maybe i need to configure something somewhere

is there a way for a parent menu with a # url to expand the children when clicked
