I am having the exact same issue, obviously it is a wordpress issue. I have disabled all plugins minus the one I am building, and it persists. I can’t exactly disable my theme and that is where the upload is triggered. Is there a theme I can use that has an uploader on the frontend, to test?

Yep, same issue, disabled plugins, still happens.
