Maximum words at a certain price?

Hi again, heroes.

There are two things I am wondering, both around capping the word count.

*Is it possible to set an absolute cap on word count? So that submissions are rejected if they are more words than the cap.
*Is it possible to set multiple prices for multiple levels, i.e. one price up to 3,000 words and then another price from 3,001 to 10,000, and then another price for 10,000 to infinity? As an alternative to an absolute word cap. And as an alternative to just taking what I get.
