Manually send digital downloads

We are using woocommerce and I am trying to see if there is a plugin or method that allows us to grand access to certain downloadable content only after we have manually approved of the purchase or reviewed the clients details. So its like client buys item and pays > payment complete and they have to wait till we go send the files download link that expires after x downloads.. Thanks
