Making a menu with a seperated image

I’m trying to set up an aligned menu bar using the Text Box Tool
but every time i upload something onto it it won’t let me align it within the boundaries i need it.

ideally if there is another way to link up that image so where it says home donate etc, with like an overlay or something.

This has really thrown me off.
