Yes, with Make Plus you can add a parallax effect to the background image of all your sections!

Just wanted to point out that this question is a little confusing on your site. In the features list, both Make and Make Plus have a check next to Parallax effect:

But in the simple-start-handbook, it says you have to upgrade to Make Plus for Parallax:

Hey Jonathan! Thanks so much. I’ll fix the typo on our features page!
For each section, you can set a background color. There’s an open box at the bottom.
Set the background image, set background style to ‘cover’, then under background color, type:
transparent; background-attachment: fixed
TADA. And you can throw in some text color there too if you need.
transparent; background-attachment: fixed; color: #fff
