Make Custom-Url Open in New Tab

hi, im using foogallery to display social icon links.
from what I see ill need something like this
<a target="_blank" href="http://your_url_here.html">Link</a>
somewhere but i dont want the viewer of my website to navigate away from the website, just open the social links in new ones. you can see at the bottom of the page: http://www.ranwei.net just like it does on here when i click open url in new link for ranwei.net
