Duplicator doesn’t do any process to set or unset any status for “under construction”. As of version 1.1.26 we don’t have any logic to look for such a state. That typically is driven by either a theme or plugin.
It maybe that during a plugin/theme update the state of the site got set that way. Take a look at this article it may help out:

Hi,
Thank you for your quick response. I read the article you referred me to, but I don’t have the file .maintenance so i don’t have anything to delete.
I contacted again the theme support and they said that when going to duplicator/tools/diagnostics/php information under http_cookie and under _SERVER[“HTTP_COOKIE”] you can see
“wordpress_test_cookie=WP+Cookie+check; of_current_opt=%23of-option-maintenancemode; wp-settings-1=libraryContent%3Dbrowse; wp-settings-time-1=148232385”
so the maintenance mode was caused by the duplicator plugin.
I am really not interested whose fault it is, I only want and need to fix this issue, and appreciate any help.

Hi Shui,
I understand… It doesn’t look like your theme author wants to help out much… The Duplicator doesn’t set any cookies or clear them so he is off on that assessment. If you want I can take a closer look at your issue to see if we can isolate it for you. Just submit a ticket here and I’ll have a look.
In the meantime if you want to try and clear your cookies it might be worth a shot.
