Maintenance mode page default code page (Need fix!!!)

In tag headThe tag page nead Maintenance mode parameter specifies no default encoding (UTF-8). I ask the developers to add a line
<meta http-equiv = "content-type" content = "text / html; charset = utf-8" />tag in the head, because text written in other than English are not displayed correctly.
