Hi,
Please go to Appearance > Menu, and check the menu is selected for the main menu or not.
Disable this plugin and check it is working or not.
The menu is selected, when I activate the plugin main menu and topbar menu will disappeared. When deactivate the plugin it show main and top bar menu. It only happen to oceanwp theme, in other theme it works.
