Use phpMyAdmin or equivalent to edit the table named wp_users. Find an administrative account. Then manually change its e-mail address to yours. And use those administrative username and e-mail address to have a new password issued.

    I have the same problem.

I can’t find anything like phpMyAdmin.

    Should I use the config?

You should be able to access phpMyAdmin through your hosting control panel. Look for a “mysql” or “databases” section.

If you’re look for it in amongst your WordPress files, then you’re looking the wrong place.
