Looking for right template

Hello, I hope you guys can direct me to the correct solution.

I am trying to build a web page and hope there is such tempalte to help me.

The page is for different projects. On top left is 4-5 lines of the project name and info with two arrows on each side allowing to move to different pages. On right of that is the logo and few facebook, twitter, etc. icons

Below that is the menu bar
Below that is a text box that would have scrollbar if needed
Below that is a picture carousel (I believe that is how you call it) so it can switch pictures without changing web page
Below that is another picture carousel.

The entire page I would like to set up rations of each object and to be dynamically fitting within the screen of the user. So if the entire thing is 400×1000 pixels on my screen, to display 800×2000 on someone that has twice as big of a screen.

A bit complex but I hope it can be doable.
