Looking for a simple theme with menus

Well, I need an incredibly simple theme containing only a top mounted menu and page data, as the one at sites.ieee.org/ocs-cssig only without the IEEE stamping. I’ve started to look at the theme dictionary but I wonder if someone who knows of a theme can tell me where I can locate it.
