Logo Positioning and Header

Hello Community,

I was editing my footer.php the other day and for some reason it pushed my logo on top of my header bar. I’m not exactly sure how to move it back down! (http://www.tmbell.com/home/) My second issue is the header bar is a fixed size, so users with a smaller screen have the header bar separate into two rows rather than one bar. How would I make the header relative/proportional to screen size?
