Login Welcome Page redirect issue…

I am having problems with the setting for the Login Welcome Page. No matter what I set in the Login Welcome Page, the page displayed after a successful login appear to be what’s set in the Membership Options Page.

Is this a bug, or am I not understanding how it works? I’ve worked over these screens with different options and ideas, but nothing has played out properly so far.
