Local Multisite Install Help

Hello I have an install of WP 4.9 that I am trying to set up, then network.
SO FAR:
Wordpress has been installed freshly. DB correct, permissions I think correct.
The page loads with the option to create a multisite ready to enable.
The site is accessible from local ip, admin, everything available.
The site name is a 192.168… address and if it gets changed to the domain the site crashes. Redirect errors, 500 errors, timeout errors, etc.
Right now, when I try to access from the external IP and port, I am redirected to my router’s connections page saying that the connection is OK.What seems to happen when I enable the domain change, is the domain www.*.com forwards to the static ip and open port, which redirects back to the domain, which redirects back to the ip and a loop is created which causes the redirection error. I don’t know how to fix that.
The site is inaccessible externally.
I have a domain, with static ip, mapped to a proper port.
There is no issues with apache hosting the files, files are hosted and have been run.
A sample index.html not associated with WP loads fine from internal and external.I am stuck.
wp-config.php is default with added security keys, WP_ALLOW_MULTISITE set to true, and the site names defined as 192.168.1.33, remember if I change these names the site crashes.
WHAT DO I DO.
This is for a business and not my personal info from my profile page, any and all help would be appreciated. THIS IS DRIVING ME NUTS. I am familiar with the apache config files, mod files, sites enabled files, ports.conf files, etc.
