Loading PHP file with errors instead of CSS

Hello,
Is it normal, that the plugin loads an PHP file inside the <link> element?

I am using the Bedrock WP boilerplate (https://roots.io/bedrock/) with a custom sage theme (https://roots.io/sage/). Is this a known issue?
