This is a bug in the latest version 7.3.5, and will be resolved with the next plugin update.
In the meantime, the scripts should only be loaded on relevant pages with the previous version 7.3.4, at least as long as the WooCommerce Blocks feature plugin is not enabled.

When customers can only pay on the checkout page, the checkout page would be the only relevant page for the plugin code to load right? 🙂
The plugin also provides express checkout options for PayPal (digital products only) or Apple Pay on the single product and Cart pages.
But yes, the scripts generally should only be loaded on relevant pages. The bug in the latest version 7.3.5 I mentioned results in the Block Checkout scripts being loaded on every page.
These are only needed on the actual Block Checkout (not even the shortcode Checkout), and this behavior has been improved in the next update.
A beta version of the next update is expected on GitHub in the coming days, with an official release about a week later.
