Or a plugin that I could use to search but would only return items that have flat rate delivery enabled.

From this description, I’m assuming your site is a marketplace. Can you please let us know what plugin you’re using for this? If it’s not a marketplace, do you have several brick and mortar locations where your customers can pick their order up?
Please let us know how your store is set up. With the additional context, we may be able to come up with a suggestion for you.

Thank you for the reply. I am using Dokan as it is indeed a marketplace. I think I might have found a bit of a way around by labelling products as local delivery on the stores page and I will set up a separate page to hopefully display all items that can be delivered so people can look there for national options.
However, my remaining problem is I need to be able to set shipping on a product by product basis if possible. For example, you could post some brownies but might not want to post a tall cake.
Any help would be appreciated.

I am afraid WooCommerce has no built in feature for this. To my knowledge you will need a plugin for this i.e. https://woocommerce.com/products/conditional-shipping-and-payments/
