limit tickets?

Is or will it be possible to limit the number of tickets a user a can send (for example 10 in a month)?
For example something simple like, if he wants to create a new ticket, just a simple popup shows up that informs him about this block.
(Would probably be necassary to assign the users to categories, like “basic user” and “premium user”)
