What exactly do you mean with: “Not working”? Does the page refreshes after clicking a button?
Please also keep in mind that only logged-in users can use the like-buttons. Logged-out users only see the number of votings for each reaction.

I created a topic with user A
I am logging in with user B -> Going to the topic and press on the “Thumbs up” reaction.
________
The Thumb icon switch to green for a second but the “like count” stands as 0.
After refreshing page everything is back to default. No reactions detected on topic, color on the thumb is back to default.
I have turned off the reactions in the settings until this is fixed for not confusing my users.

Are you using some kind of caching extensions? If so, can you try to disable it for the page your forum-shortcode is located at?
What do you mean by caching extensions? I am not using that?
A lot of users use caching-extensions for WordPress to speed up their websites. That means that some “state” is saved and delivered to users so there is no need to generate it again. But as a side-effect: When you change something (like use a reaction) the updated state will not be shown to your users immediately.
Have you also checked if the functionality is working fine with one of the default themes? If so, which theme are you using at the moment?
