If you are referring on how/where to activate a premium extension plugin then always remember that the license tab only shows up when you install an extension plugin.
So if you cannot see any License tab then most likely you haven’t downloaded and installed an extension plugin that you needed hence causing what you are experiencing.
In case you are referring to something else, could you please elaborate this in greater detail? If you could provide a screenshot or screen recording of what exactly is the issue from your end then that would be a huge help for us to understand it better and to provide further details.

I am talking about plugin itself not any extension.

The core plugin doesn’t need the license. The license tab is only available when you have installed and activate the extension plugin(s).
