Let user create taxonomy when creating post ?

    I am new to WP, came from another CMS, I am sorry maybe this is a simple question. I need to let user input tags and their city in the post, both that need to be filter on the frontend. I only can see in WP that user can input tags, but I don’t see a way how to let user input another filterable content like taxonomy/tags in his post, as admin, I have created a “Country” category to let user to select in their post, but I need to let user to input their own city, please advise how this can be done in WordPress, Thank you.
