Let admin to edit user in wpms

Hi,

Go to the selected site “Users->User Role Editor” and add “lists_users”, “edit_users” capabilities to the ‘administrator’ role.

If you need to create new users by single site admin, then do this:
– Go to the “Network Admin -> Settings” and turn ON the “Add New Users: Allow site administrators to add new users to their site via the “Users → Add New” page” and add ‘promote_users’, ‘create_users’ capabilities to the administrator role too.
