Try deactivating all plugins and check to see if this resolves the problem. If it does, re-activate the plugins one by one until you find the problematic plugin(s).

Thanks for the reply. I have cleared the cache and reinstalled the the include and admin directories. I have tried to access /blog/wp-includes/js/tinymce/wp-tinymce.php but there is an error message that says that the files can not be downloaded. It is not executed.
Can I go into the database and turn the plug-ins off?
