settings -> discussion from admin area, and turn off commenting
That does it for the whole site, to do it per post/page activate the discussion panel through screen options on the edit post page, and then you can turn off commeting individually

After you have turned it off, you may still need to go into every page and untick ‘comments allowed’.
Removing this from every page should remove them from the site, however some themes will still display ‘comments are disabled’ or similar, so you may need to remove the from the theme (single.php – and then delete where the comments form is placed).
