launching install.php using localhost

ok.
in the wordpress install instructions it says:

Point a web browser to start the installation script.

* If you placed the WordPress files in the root directory, you should visit: http://example.com/wp-admin/install.php
* If you placed the WordPress files in a subdirectory called blog, for example, you should visit: http://example.com/blog/wp-admin/install.php

and this is where I get stuck – what should I put in the browser address to make this work?

that is so weird, I’m sure I did all those things before and it didn’t work but this time it did. Obviously I didn’t follow it step by step.
