I haven’t used kk star ratings but if they run using PHP to fetch the rating instead of Javascript then the page will be cached and PHP won’t execute to update the rating. This is addressed in a FAQ here.
The ratings created by the Crowdsignal plugin on the other hand use Javascript and are unaffected by caching.
Updating the rating stats for voted user isn’t important for me. That’s enough to update rating stats for users in daily renew cache. But the main problem is that votes doesn’t send to the database.

I don’t know why you can’t vote, sorry. It looked like I was able to vote there by opening in a Firefox window but in a private window it failed and there was a Javascript error which might be worth looking into.
