Have you added a jQuery source or other framework source other than the one that comes bundled with your WP core to the header or someplace else where it is operating in the admin area?
If you you need to use a php conditional like if (!is_admin()) { to make sure that you are not loading it into the Admin area.

Have you tried:
– switching to the Twenty Eleven theme to rule out any theme-specific problems.
My admin panel javascript is not working, I cannot do the following steps!
1-Cannot move widgets!
2-Connot move menus!
3-No virtual editor!
4-Even cannot add images, and so on in the editor of the post & pages!
It is like you click something, does not appear!
I tried:
1-switching to the Twenty Eleven theme.
2-Deactivating plugins.
3-Reinstall my wordpress and whole blog!
4-Downgrading wordpress!
5-Trying with different browsers (Firefox, safari and explorer)…
Still nothing worked for me! Website was fine, did not add or change anything for whole week! Just saw it last night!
Now can we see the site using Twenty Eleven with all plugins deactivated?

Are you still having problems? Your previous theme has quite a bit of javascript that could have created problems. Have you tried re-uploading all files & folders – except the wp-content folder – from a fresh download of WordPress? Or repairing your database?
Yes esmi…I did all of what you said! Even i did downloading wordpress from scratch but still not working….I am using 2 websites, both are wordpress, and having the SAME problem…How could it be? I check even the browsers! Checked with another PC!
Are both sites hosted on the same server? Have you tried using another browser? Another machine – preferably one outside of your local network?
Yes esmi, same server….I tried different browsers…tried even another PC (four)…with another networks even!
