issues loading to S3

I am having some issues with the S3 sync. The plugin inserts a custom url (i.e. /tcS3_media/uploads/2016/04/IMG_4584.jpg) which is fine. I update the wordpress upload location with wp-config… which aligns the uploading with the new local folder location. What I can’t seem to figure out is the sync with S3. Some files sync, others do not. If I go into the Media tab and select “send file to s3″… nothing happens. I do see the file and all the size version in the tcS3 local location. Also, does this require S3 files to have public permissions?
