Issue with “Require Billing address”

Thank you for your assistance. I’m having issues with paypal payment whenever customers do not register an account with my website & choose to make payment via paypal, as there is no billing address being returned after the paypal payment, so it triggers the error message below :
I understand the main issue here is the “billing address not being returned to my website when the customers uses paypal”
In my woocommerce paypal payment setting, it shows this message : “PayPal only returns a shipping address back to the website. To make sure billing address is returned as well, please enable this functionality on your PayPal account by calling PayPal Technical Support.”
I called paypal to enable this today – however they told me there is no setting for this & it is not possible to turn on from their end either.
However if the customers already created an account with our website , then the paypal payment will go on smoothly.
