Is this plugin broken?

I’m attempting to use the Phlox theme, and couldn’t figure out why it wouldn’t work. I tried using different themes and the website still wouldn’t work. Figured it must be a plugin and I have identified that it’s this one that won’t allow anything to load.
Not really sure where to go from here- any help would be appreciated. Thanks!
