Is it the WordPress or my computer?

For almost two weeks now I am unable to upload images and themes on WordPress. It works on other computers (only tried it on one) but not on mine, I have done pretty much everything that I read could help, from deleting WP cache and Chrome cache, deactivated the plugins, tried different browser… it doesnt work.
The guy that made my website said that he changed the server to which the images are saved and that he also has no idea what could be wrong.
I am desperate, I really need to fix this issue, but I have no idea what is left.

So, on your home network and using your home computer you are unable to upload images and themes to your WordPress site, right? But, on some other network and computer you were able to upload images and themes to the same WordPress site, right?
What operating system/browser/browser version worked AND what operating system/browser/browser version failed? Moreover, on the computer that failed, is there any kind of anti-virus (or whatever) software that might be blocking your uploads? And the same goes for your home network. Are there any settings on your network appliances that might be blocking your uploads? In fact, using your home computer, can you upload a file to any other WordPress site? Or to anything???
Oh, and have you tried using a different computer at home? Or, at least, creating a new user on your home computer and seeing if that new user can upload files?

I tried on another user on my home computer and it hasnt worked but my father who has a WP site also, he is able to do everything. It seems that its only my website that is not working, and it happened randomly I do not remember doing anything that could trigger this error.
a) Have you ever been able to successfully upload a file to your website? This includes from your computer on your network or any other computer on any other network?
b) If you have been able to successfully upload a file to your website in the past, was it from your computer/home network and/or elsewhere?
c) If you have been able to upload a file to your website in the past using your computer/network, when did this issue begin? And, what do you remember doing between the time it worked and stopped working?I just asked my dad to try it from his work computer and apparently it doesn’t work for him either, but it did work from the computer of a guy that created WP for me.
I have been able to successfully upload images and everything since 2014 when I created my blog, everything worked perfectly fine, it stopped working tho about two weeks ago and since my memory is very short, all I remember is that I updated WP and plugins (the usual you know) and I was scheduling posts, after about 10 scheduled posts it randomly stopped working and I figured it must be just an error and it will go away but it hasnt.
So, neither your dad on his computer/network nor you on your computer/network can currently upload files to your WordPress site, right?
And, you believe the fellow who built your site can still upload files to your site on his computer/network? This sounds odd to me.
Anyway, what is the exact error message you are getting when you try to upload files? Or, as they like to say, “What are you seeing?” 🙂
Also, please provide your exact steps to reproduce your issue. Thanks!
P.S., Within the last two weeks WordPress went from 4.5 to 4.5.1. So you might want to call your hosting provider and let them know what trouble you’re having. Because there could be some kind of compatibility issue going on between your host and WordPress 4.5.1. Of course, if the fellow who built your site truly can still upload files to your site then I’d check for some kind of IP address or other kind of security issue being enforced that bars out anyone but him from performing uploads.
P.P.S., As for your other plugins and 3rd party theme, you did try to reproduce your issue with ALL plugins disabled AND the default Twenty Sixteen (or at least Twenty something) theme activated, right? If not, please do try this and let us know the results. We just want to rule out the idea that your issue is some kind of 3rd party compatibility issue.

I disabled all plugins but I couldnt change the theme because I cannot search for them, it doesnt work, because the only theme that I have is the one that I use now and when I try search for others it says that it might be a WP problem or a server, the usual you know.
Anyway, I appreciate all the help and if anyone else knows what could this be and if it could have anything to do with my problem then I will be really thankful:

Can we get a link to you site. What was the older version of your WordPress before update and you current version?In version 4.5 there was a fix done on wp_upload_dir()[Link] function. Your issue might be connected to it. Or it might be wp_content folder permission issue ( probably caused due to migration )
My website is http://www.dailyelves.com and before it was 4.5.

Sorry for getting back late. Did your developer check the folder permissions and ownership of the wp-content folder??? Are you able to add new plugin?? Try adding an new plugin and also try deleting it from the dashboard, This can help me get a rough idea of what you permission could be.Well the guy that made me WP is not answering me, so I have to do this alone. Yes, I can add plugins and delete them, I can do pretty much everything except upload media from my computer and search for themes.
Have you got the issue fixed ?
If it was only the upload that was not working then I could have made a claim that the issue is with the permission. But as you say that your upload and search is not working i feel the issue might be with the javascript that is causing the upload and search scripts to fail.
