Is it possible to filter pages where HTTPS Protocol Rewriting is used

The HTTPS protocol rewrite rule breaks a specific form on a specific page. Is there a way to filter the firing of the function with a is_page()?

I tried remove_action, although i returns true and removes the action from $wp_filter, the rewrite process still happens.

Any tips on how to achieve this or could there be a feature like this added in the next release?
