International shipping button not working correctly!

Hey guys,
So Ive set up my WooCommerce shop to offer domestic and international shipping. The customer can choose on the checkout screen whether they want domestic or international. When they hit the “Proceed to Check Out” button though, the billing details automatically default to United States and cannot be changed, even after they have chosen International Shipping on the previous page. I dont know what to do, can someone please help! Thanks in advance!
