intermittent failure to load CSS

Ever since I activated this plugin, when loading my site *sometimes* the CSS fails to load (not just slow, the page completes, and no CSS formatting is present) if I hit “refresh” the CSS generally loads.

I’ve been experimenting with turning various features on and off to troubleshoot, but it’s frustrating to try and troubleshoot due to the inconsistency.
