What is locked when entering invalid usernames? IP?
Are you referring too the following feature Instantly Lockout Invalid Usernames:?
Is there also a way to permanently block the Locked IP Addresses?
You can use the Black List Manager tab for permanently locking out IP addresses.
What is the difference between Unlock and Delete actions under Locked IP Addresses?
Unlock means that you allow that IP address to have access to your site. Delete means that you have revoke the access to your site.

Was thinking to request if it is possible to have a way to at least have a way to mark some temporary blocked IPs to permanent though 🙂

A small correction to the answers provided for the following question:
What is the difference between Unlock and Delete actions under Locked IP Addresses?
Unlock will release the locked status and hence allow that IP address to access the site again. (However the row containing that IP address will still remain in the login_lockdown DB table).
Delete will also allow access for that IP address but this is because the row entry for that IP address is totally deleted from the login_lockdown DB table.
I just find both functions quite producing the same results. It seems that the difference is only within the DB. Otherwise, the IP is then allowed?
Which was why, it may be more convenient to of rather than providing unlock and delete, why not delete and block permanently instead?
