Permission issues can be difficult to iron out as every server is setup differently. If you have a good hosting provider the quickest solution is to contact them and ask about the permission issues your seeing. They should be able to guide you quickly as how to adjust them. Here is a helpful section on the FAQs page that might provide you some direction:

Well, i’m using MAMP and trying to install it local. Tried a manual extraction, but there is no advanced option in my version of installer.php
Switching from MAMP Pro to MAMP solved the problem, don’t know why but it did.
