Installation within a local network

Hi all,
I recently installed WordPress on a server within a local network at home. My server internal IP is 192.168.1.100, and this is the address that I placed the wordpress directory on the installation screen of wordpress.
Everything is working fine. I can access WordPress from within my network (http://192.168.1.00). But when i try to access the blog from outside the network (all ports are forwarded), it loads very very slowly, and only ever loads partially. All my themes and stylesheets are not loaded.
Now, I’ve read many forum entries here, and I know you cant have the blog visible from both inside and outside the network without a hosts entry. That is not my question. My question relates to the address I use to install the blog to.
Should I install it to 192.168.1.100, or should I install it to my static IP address assigned by my Internet provider(222.xxx.xxx.xxx)? The field I am talking about is the WordPress address and blog address under the Options|General tab within WordPress.
