Increase Video File Size Upload Limit

Good afternoon to all. A site I am working (www.pchchiro.com) has an area where I would like to upload video demonstrations. I saw a file size upload limit of 8MB, and on a previous post I saw where changing the php.ini file and the wp-config.php file would do the trick. I’ve made the changes (to 64MB), yet when I go to upload, I am stopped whether using the flash or browser upload.

I finally reduced the file size via Windows Movie Maker, but the other videos will still go over the 8MB limit. Reducing the file size also caused the audio to not be in sync with the video, so I would like to use my original wmv file(s). Thanks in advance for your help.
