Incorrect tag importing in 3.1.2

For some reason, tags no longer import properly. What I’m seeing is that all the tags are being shoved in as one single tag instead of separate ones. For example, “pre-order|figure|female” is imported as “pre-order|figure|female” (one tag) instead of “pre-order, figure, female” (three tags).
