Importing Users Into Access Lists | WordPress.org

I’ve looked for a few hours but can’t seem to find how to import users into the Access Lists. Is it possible to import from a database or is their another format it needs to be in?

I use this plugin:
https://wordpress.org/plugins/import-users-from-csv-with-meta/ to import users, but I don’t have a way to allow the imported folks to be considered approved by Authorizer before they try logging in (and get an error message before approving them). Any progress on being able to bulk approve/import to approve?
