Can you give me any leads I can follow? Do you know of anything that does menu importing from a spreadsheet?
spreadsheet? How did you export it?
If it were a XML you can try normal WordPress importer.

We don’t export. We build all the data manually and then import it into the site.

The problem with menus is that it links into the database in a bunch of different ways.
Well, this is all unrelated to the plugin, so maybe you should make a topic in the general section.
Anyway, I’d suggesting using https://wordpress.org/support/plugin/menu-exporter/ ( see the first topic in the review for the fixed version ) then export an XML. Instead of editing the CSV, edit the XML as you need and then use the normal WordPress importer.

Thanks for getting back to me on this and helping me explore this idea.
We have a fairly complex set of menus we put together for each of our clients. Currently, we put all the menu items in a spreadsheet and them Manually build them based on what’s laid out.
Most of the site is built in the spreadsheet then we have to build out menus manually and that just takes allot of time each week.

They we just do copy paste. We want to lay them out like you see in the link I posted first.

being able to build the menu in a spreadsheet ahead of time would be awesome. As you can see in the link above we already know what all the page names and URLs are going to be ahead of time because we are importing it all together.
If this is something you are are interested in developing we would be really interested in buying it.
Ok, so do the posts and pages already exist, or do you want to create them during the import?

Most of the time we would want to add menu when we import everything else. We can do it after though.
We currently use
https://wordpress.org/plugins/really-simple-csv-importer/
This imports all our content other then menus.
