We have checked the same in our test environment and were unable to replicate the issue. Is it possible for you to share the CSV file you used for importing? You may please remove the sensitive details of the users from the CSV and share it.
You may please share the CSV by uploading to Google Drive or any similar service and sharing the link. Or else you may please send it to us via support.

The csv contains only basic information as stated on below example
Sample CSV:
user_login,user_pass,user_nicename,user_email,roles
aaa.bbb@metroretail.ph,aaa.bbb@metroretail.ph,aaa.bbb@metroretail.ph,aaa.bbb@metroretail.ph,customer

As mentioned in the support ticket, We tried importing your CSV file in our test environment and the customer role was imported successfully. Please try disabling all the plugins on your site except Woocommerce and try importing using the plugin.
