Import stuck at 0.02%

    Import is stuck at 0.02%.
    I’ve got the below settings in my .htaccess and when uploading shows that I have a 700MB limit.
    Backup file size is 556MB.

    php_value upload_max_filesize 700M
    php_value post_max_size 700M
    php_value memory_limit 1256M
    php_value max_execution_time 3000
    php_value max_input_time 3000

    Any help would be appreciated.
