Have you tried:
– deactivating all plugins (yes, all) to see if this resolves the problem. If this works, re-activate the plugins one by one until you find the problematic plugin(s). Don’t forget the ones in mu-plugins. If you can’t get into your admin dashboard, try resetting the plugins folder by FTP or PhpMyAdmin. Sometimes, an apparently inactive plugin can still cause problems.
– switching to the Twenty Eleven theme to rule out any theme-specific problems.

I already tried to deactivate all plugins but nothing works. I also cleared my APC cache, but without any result.

I have the same problem and the screen options and scheduling seem to not be working on the post compose page as well.
I am having image upload issues as well. Other features on the “add new post” page do not work including “add a category.” Should I roll back to 3.1? Is there a fix coming for 3.2? Seems to be a few of us have this problem.
