Image directly under menu

Hello,
we would like to insert an image directly under the menu on our site, but we have not found an option and our PHP knowledge is not enough.
This is the image we want to insert:
https://wintermarkt-muenster.de/wp-content/uploads/2019/10/wintermarkt_flap_kopfueber-1-700×249.png
and this is how it should look like:
https://wintermarkt-muenster.de/wp-content/uploads/2019/10/winter-700×692.jpg
Is there a way to do that?
