The g:identifier_exists field is only set to yes when products have a:
brand AND gtin, or
brand AND mpn
So when any of those fields is empty than the identifier_exists field will be no.

Now for most categories the identifiers are required, as a result those products will be disapproved in Google’s merchant center and you can’t advertise on them in Google Shopping.
Only a few product categories do not need an identifier:
– Custom goods or one-of-a-kind items, like custom T-shirts, art, or handmade goods
– Products produced before GTINs were introduced, like vintage products, antiques, books published before 1970, and other special items

Can I map “identifier_exists” with “static value” = yes ?
No, the plugin will automatically determine if it should be yes or no. This cannot be overwritten.
Also, it would be a futile attempt as Google does check if identifiers exists and if those meet there requirements. So even if you would put the identifier exists on yes and not provide Google with proper identifiers they will disapprove your products.
